MEP Quantity Surveyor

Job Description
 

  • Experience as Mechanical and Electrical ( M&E ) Quantity Surveyor and able to leads and work on a small team of QS’s / MEP Engineers with a clear role of teaching, mentoring and up-skilling with a focus on general Quantity Surveying skills such as (but not limited to) estimation, detailed cost plans, price comparisons, BoQ preparation, method of measurement, company standard measuring practice etc.
  • Ensure robust, accurate and timely in the preparation of Cost Plan and Bills of Quantities from early design information including budget costs for feasibility studies to final account settlement of a project.  Work closely with the design team on design economies and identify the opportunity of value engineering.
  • Assist the manager in the preparation of procurement strategy, options and contractual strategy specific to the project including contract review, contract risk analysis, recommendations and negotiation.
  • Be responsible in the procurement / Sub-Contractor award including preparing Requests for Proposals (RFP), Scopes of Works (SoW), tender clarifications, tender questionnaires, tender recommendations, price / cost comparisons, negotiating and drafting Contracts.
  • Building a MEP Cost Data Base and expanding current vendor list including sourcing quotations from domestic and international Suppliers and Contractors and ensure they are pre-qualified.
  • Contract drafting and administration including preparing Contracts, Contract review, collating comments from across the Project Management team, assessing interim payment applications (progress claims), variations / claims, Extensions of Time (EoT) and Final Accounts. Also reviewing and responding to Contractual claims, preparation and issue of letters, notices and contractual correspondence to Clients and / or Contractors to assist the Project Management team in the prevention and settlement of contractual disputes.
  • Proactive cost control for projects including transparent and competitive procurement and contractual administration / management processes.  Ensure accurate cash flow forecasting and reporting takes place.
  • Proactively identifies inefficiencies in existing operations, procedures, documentation and systems, suggests solutions to these issues, discusses with management and is actively involved in their development and improvement.
  • Help ensure that commercial processes are adhered to across the department.
  • Ensure that good customer relationships both internal and external are fostered.

 

Job Requirements
 

  • Bachelor degree or above in any kind of engineering field.
  • Proven track record with 5 years + experience as QS, QE Engineer of construction.
  • Be confident, assertive and independent.
  • Excellent communication and negotiation skill.
  • Relationship building and people management skill.
  • Good interpersonal skill.
  • Very good command of speaking, reading and writing in English.
